Herod lavished a great deal of his attention and energy on Jerusalem. There, in 20 BC, he initiated one of his great building projects—the refurbishing of the entire temple area. The temple platform was almost doubled in size, and great colonnades were built around its perimeter. Even the sacred temple itself, along with related buildings, was rebuilt and beautified. However, always wanting to remain in control of the populace, Herod also strengthened the Antonia fortress, which overlooked and controlled all of the temple precincts. For himself he built a magnificent palace on the western edge of the western hill and fortified the approach to it from the north by building three huge towers, which he named after Hippicus (a friend), Mariamne (his wife, whom he had executed), and Phasael (his brother). In addition, he either built or rebuilt the theater, amphitheater, and stadium, and he probably constructed a portion of the aqueduct that brought fresh water to Jerusalem from springs to the south.

During this prosperous period strong contacts were maintained with Rome, where two of his sons were being educated. Herod himself was busy either visiting or hosting close personal friends of the emperor, and the period seems to have reached its climax with the visit of the emperor’s close associate, Agrippa, to Herod’s kingdom in 15 BC.
